DUTIES:
What are the Major Duties of this Position? 

  • This position is located in the National Network Communications Branch, Information, Policy and Public Affairs Division. The Incumbent coordinates Central Office and field network infrastructure and network communications service. The incumbent reports to the Chief, National Network Communications Branch. 
  • The mission of the branch is to provide operational readiness of the Bureau’s national network communications network based operating system that will support the mission critical functions of the Bureau of Prisons. The purpose of the position is to carry out the activities related to the development of these network-based systems. The incumbent acts as a technical expert in the implementation and administration of the BOPNet Cisco routers, firewalls, switches and associated operation systems, including installation, configuration, troubleshooting and optimization of Cisco networking components. 
  • The Incumbent assists network support staff in handling user trouble calls when a higher level of expertise is needed. Trouble-shoots and repairs or coordinates the through-shooting and repair of the Bureau's nationwide Wide Area Network (WAN) and Local Area Network (LAN) equipment related to the network infrastructure. Equipment includes but is not limited to routers, switches, hubs, DSU/CSU's servers, video multi-point control units and ISDN gateways, printers and modems. 


QUALIFICATIONS REQUIRED:
  • To be considered for the position, you must meet either the following requirements. 

Basic Requirements:
Education : There is no substitution of education for specialized experience at this grade level. 

OR 

Experience: You must have IT related experience demonstrating each of the four competencies listed below. 
  • Attention to detail - Is thorough when performing work and conscientious about attending to detail. 
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 
  • Oral communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. 

AND 

Specialized Experience : You must have one year of specialized experience at the next lower GS-grade (or equivalent). Specialized experience is experience that has equipped the applicant with the particular competencies/qualifications to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. 

Some examples of this qualifying experience are:
  • Experience designing, implementing, and maintaining complex in-house programs and sub-routines. 
  • Experience developing, implementing and maintaining specialized areas such as remote job entry, computer security, telecommunications software and on-line systems. 
  • Experience providing technical expertise on mainframe computer security and performing necessary trouble shooting to determine causes of inadequate response time. 
  • Experience using Business Process Modeling soft software such as Metastorm e-works. 
  • Applicants applying for this position MUST also possess the following Selective Factor. In the event you do not possess the Selective Factor, you will be found ineligible for the position. 

Selective Factor :
  • Applicants must have experience in CISCO routing and switching with working experience in the last two years, which included knowledge of CISCO, IOS, ACS and Firewalls. 
  • Applicants must have the CISCO Certified Network Associate (CCNA) Certification or a higher CISCO Certification. 
  • Applicants must clearly address these areas in their resume to be found qualified. 

Credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as the number of hours worked per week) spent in activities.

HOW YOU WILL BE EVALUATED:
Your application will be evaluated and rated under DOJ's Category Rating and Selection Procedures.
