Information Technology Specialist (INFOSEC) - Department of the Navy, Orlando, FL

THIS IS AN EXPEDITED HIRING AUTHORITY ANNOUNCEMENT. The Duncan Hunter National Defense Authorization Act (NDAA) FY 2009 provides that the Secretary of Defense can designate acquisition positions as shortage positions and recruit and appoint highly qualified persons to these positions. This announcement is open to accept resumes from candidates interested in helping the Department of the Navy meet our mission requirements for the acquisition of systems, equipment and facilities.

DUTIES:
  • Providing realistic assessments on the impact of programmatic decisions related to computer security and the possible trade-offs. 
  • Investigating or providing investigative support in incidents that involve inappropriate use of computer assets. 
  • Designing network security measures to include network intrusion detections, forensics, and information security incident handling to allow the system to achieve certification and accreditation. 
  • Analyzing system interfaces between operating systems, hardware, and application software to ensure efficient utilization of computer resources in current and projected systems environment. 

QUALIFICATIONS REQUIRED:
  • In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities, to perform the duties of the specific position for which you are being considered.   • Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Specialized experience must demonstrate the following: 1.) Using vulnerabilities scanning tools such as: EyeRetina, and Gold Disk to reduce risk and improve efficiency, 2.) Implementing information assurance controls on a platform information technology system, and 3.) Evaluating computer risk assessments to ensure that risk assessment team accreditations are performed and reviewed. I have IT-related experience demonstrating the following four competencies: Attention to Detail - I am able to review data from multiple sources and determine relevant information to a given situation. I draft, edit and disseminate written reports and status updates that are factual, timely and relatively error free. Customer Service - I develop and maintain relationships with customers with diverse needs. I provide technical information about products and services. I assess the needs of customers and identify or tailor products and/or services to meet their needs. I resolve non-routine problems, questions, or complaints and direct the most complex problems, questions, or complaints to the appropriate person. Oral Communication - I communicate, explain, or defend ideas or information clearly. I listen to others and recognize potential miscommunications. Problem Solving - I use logic to identify alternatives to solve technical problems. I identify and solve problems by gathering and applying information from a variety of materials or sources that provide several alternatives.   • Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics or technology management. This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional education, training and experience. Applicants should meet the DAWIA Certification requirements for the Information Technology (IT) Career Field and be certified at Level 2 at the time of application. REQUIREMENTS:
Selectee is required to participate in the Department of Defense direct deposit of pay program. 

A top secret security clearance with SCI is a requirement of this position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a position offer or removal. May be required to travel outside of the United States. 

May be required to travel by air in order that NAWCTSD Orlando's mission may be accomplished expeditiously and economically. 

Selectee may be required to successfully complete a probationary period.

IAM LEVEL 3 position. Employee must obtain (within six months) and maintain the proper Information Assurance (IA) certification for this Information assurance position as required in DoD 8570.01-M. The employee and his/her supervisor shall ensure that the employee maintains the required certification status. Certification and maintenance requirement for the certification shall be at no cost to the employee. Certified IA personnel performing IA functions whose certification lapses shall have their access to DoD Information systems either downgraded to a level appropriate for their certification status or denied access to DoD information systems.
