As a Telecommunications Specialist in the Response Division, you will support communication systems for routine, contingency and disaster response operations. You will ensure successful communications before, during and after events.

KEY REQUIREMENTS

  • Able to obtain and maintain a Top Secret Security Clearance. 
  • FEMA employees are subject to 24 hour on-call in the event of an emergency. 
  • May be required to serve a one-year probationary period. 
  • Travel may be required. 
  • Relocation expenses are not authorized. 

DUTIES:
  • Assists with the planning and operational readiness of mission equipment and personnel. 
  • Integrates data and video telecommunication networks and systems at deployed locations. 
  • Assists with the set up and breakdown of telecommunications equipment and systems. 
  • Evaluates system performance against mission requirements and recommends modifications and configuration changes. 
  • Performs test and alignments on telecommunication circuits, systems and equipment. 
  • Performs repairs to equipment when necessary. 

QUALIFICATIONS REQUIRED:
To qualify for the Telecommunication Specialist GS-05 position you must have: 

A Bachelor's degree in a major study of electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. (TRANSCRIPTS ARE REQUIRED IF QUALIFYING ON EDUCATION) 

OR 

At least 3 years of general experience, 1 year of which was equivalent to at least a GS-04 grade level in Federal service providing a basic knowledge of telecommunications functions, problems, and/or solutions. 

OR 

A combination of education and/or general experience equaling 100% required for this position. (TRANSCRIPTS ARE REQUIRED IF QUALIFYING ON EDUCATION) 

To qualify for the Telecommunication Specialist GS-07 position you must have: 

At least 1 full year of Graduate level education in a major study of electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled OR Superior Academic Achievement. (TRANSCRIPTS ARE REQUIRED IF QUALIFYING ON EDUCATION) 

OR 

At least one full year of specialized experience equivalent to at least a GS-07 grade level in Federal service providing experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology. 

OR 

A combination of education and/or specialized experience equaling 100% required for this position. (TRANSCRIPTS ARE REQUIRED IF QUALIFYING ON EDUCATION) 

SUPERIOR ACADEMIC ACHIEVEMENT - This provision is based upon 1) a grade-point average of 3.0 or higher out of a possible 4.0 based on 4 years of education, or based on courses completed during the final 2 years of the curriculum; 2) a grade-point average of 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; 3) class standing in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Arts and Sciences, based on completed courses; or 4) election to membership in a national scholastic honor society that meets the minimum requirements of the Association of College Honor Societies. Membership in a freshman honor society is not qualifying under this provision. 

Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program. Security Requirements :
  • This is special sensitive position which requires an active/current Top Secret/SCI security clearance based on a Single-Scope Background Investigation (SSBI). You must be capable of receiving and maintaining SCI access and must meet the requirements of DCID 6-4 and Executive Order 12968. Appointment to the position is subject to your successful completion of essential security investigation forms, your cooperation with the investigator, the completion of the investigation, and the favorable adjudication of the investigation.   • This is a National Security Special Sensitive position that requires a background investigation . Appointment to this position is subject to the applicant successfully completing essential security investigation forms, the applicant cooperating with the investigator, the completion of the investigation and the favorable adjudication of the investigation. Additionally, appointments could require that the applicant satisfy additional security requirements established by FEMA or other Federal Department or Agencies. Failure to satisfactorily complete any aspect of this process is grounds for termination. 

Conditions of Employment:
On-call : FEMA employees may be subject to 24-hour on-call in the event of an emergency. This service may require irregular working hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Selectee must be able to relocate to emergency sites with little advance notice and function under intense physical and mental stress. Direct Deposit: Mandatory Direct Deposit/Electronics Funds Transfer (DD/EFT) for salary payment is a condition of employment at FEMA. Selectee will be required to participate in DD/EFT.
