About the Position:
This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located in the Analytical Support Division, Enterprise Service Directorate of the National Ground Intelligence Center.
The National Ground Intelligence Center is located north of historical Charlottesville, VA about two hours from Washington, DC. The NGIC facility was first occupied in June 2001. It includes a modern state-of-the-art building with cafeteria and workout facility.
Serves as NGIC Director of Enterprise Service with responsibility for planning, managing, and evaluating the Center's technology systems and the technology services which support the Center's production mission, operations, and administration.

KEY REQUIREMENTS
- Temporary Duty Status (TDY) will be required 25% or less of the time.
- Payment of Permanent Change of Station (PCS) costs is not authorized.

- Must be able to obtain and maintain a Top Secrest clearance - SSBI/SCI.
DUTIES:
Conduct the maintenance of formal studies and mission analyses necessary to determine requirements and develop the model for the Center's Information Technology Plan. Establish Center's technology goals and objectives. Establish Center's information technology architecture. Execute resources to develop and execute the Center's Information Technology Architecture. Manage major Center mission programs through subordinate supervisors.
QUALIFICATIONS REQUIRED:
- Specialized Experience: To qualify applicants must possess one year of specialized experience at the next lower grade/level (GG/GS-14) or equivalent.
- Specialized experience is defined as: Experience developing and maintaining strategic plans, assessing policy needs, and developing policies to govern IT activities.

NOTE: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency so long as it was at a level at least equivalent to the next lower grade in the series.
EDUCATION REQUIREMENTS:
Education cannot be substituted for experience at this grade level.
Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. May be required to complete a two year trial period. Direct Deposit of Pay is required.
Conditions of Employment
- Must be able to obtain and maintain a TOP SECRET Security Clearance based on a single scope background investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, employee must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
- TDY will be required 25% or less of the time.
